Dear kr. Jerpoll,
This is to confirm our recent telephone
conversation when you agreed to the appointment of t Trade Union expert as an auditional Lebour Officer in Hong Kong, foreshadowed in perograph 4 of my letter to you of the 18th October.
For the ressons set out in that letter it has been agreed in principle that the scope and starr of the Labour Office should be increased and that it should be separated from the Secretariat for Chinese Affairs, or which it is at present a part, and made into a separate department. The Governor has put forward proposels for the starring of the new Labour Jepartment with which we are in general agreement but has not yet suggested the saleries that should be attached to the various posta. He is sending his recommendations to us and as soon as we have them I will let you have full details of the proposals.
In the meanwhile the Governor hưu asked for advance approval of two posts - that of an additional „abour officer whose duties will be primarily those of a trade union adviser and that of a Lady kasistent Labour Officer.
ne spoke about the first of these two posts for which it is proposed there should be a oblazy scale or 2400 to £1200 plus rcsidential allowance. This is the ordinary administrative scale in Kong kong and
